We are recruiting to fill the following positions below:

1.) Non-Key Experts Pool – Communication and Media Specialist

Location: Nigeria

Qualifications and Skills

  • Senior Non-Key Experts must have minimum years of experience of 10 years in areas relevant to the contract and to the position they are applying for.
  • Junior Key Experts must have minimum 5 years of experience in areas relevant to the contract and to the position they are applying for.
  • All NKEs will be specialists with a University Degree level, fluency in English and computer literate, with verifiable and solid relevant professional experience.

  • NKEs will have professional and technical profiles that allow them to effectively and efficiently work with national counterparts and experts and consultants of other development partners.
  • All experts must be independent and free from conflicts of interest in the responsibilities they take on.
  • Civil servants/public officials and other staff of the public administration of the Beneficiary country cannot be recruited as experts.

4.) Capacity Building Advisor

Location: Bauchi

Skills and Qualifications
Education:

  • A minimum of First Degree in Social Sciences, Development Studies, or relevant field required. Master’s Degree preferred.

Experience Essential:

  • At least 12 years of demonstrated experience in the conducting of capacity assessments and designing appropriate capacity building programming to address the identified capacity gaps to meet project goals.
  • Excellent written and oral communication skills.
  • Computer literacy in word processing, spreadsheet, and presentation software (Microsoft Office)
  • Strong verbal and written communication skills;
  • Ability to work under pressure, to tight deadlines, and in demanding and/or austere conditions.

Language requirements:
Essential:

  • Fluency in English, written and spoken.

Desirable:

  • Fluency in Hausa and/or other local languages.

Assessment Type:

  • Capacity Based assessment.

5.) Technical Director, Public Financial Management (PFM)

Location: Bauchi

Position Objectives

  • The Technical Director PFM will have both a technical leadership and activity management role, leading and ensuring high-quality and timely implementation of PFM technical activities across the project states.
  • S/he will manage a small team of permanent state office-based specialists as well as intermittent consultants in specialist areas of PFM, and travel to state offices to engage with stakeholders and State2State teams in the six states.
  • Currently, State2State has a presence in all six states, working closely with state government structures through which technical assistance is closely coordinated.

Responsibilities

  • Working together, the Technical Director, along with the state-based teams and advisors will provide PFM technical assistance to beneficiary states, and this support will include new perspectives and approaches that are aligned with good practices and cross-cutting lenses such as gender, equity, and social inclusion (GESI), and conflict management.
  • Ongoing and prospective areas of technical assistance that will be led, managed, or overseen by the Technical Director PFM include, but are not limited to, the following:
  • Mentoring team members and working with project beneficiary states and partners to update or complete participatory and bottom-up initiatives in policy and planning such as State Development Plans (SDP) and Medium-Term Sector Strategies (MTSS).
  • Supporting the development and execution of states’ annual procurement plans that promote greater transparency, reduce risk, and support efficient service delivery.
  • Facilitating capacity building in PFM areas such as internal auditing and development of resources such as training manuals.
  • Helping to design, develop, and implement strategies for greater internally generated revenue (IGR), and public-private partnerships.
  • Working in tandem with and managing, as appropriate, technical staff and short-term technical assistance in support of PFM activities.
